Aaron, no sir, this is not considered a short barreled shotgun, because it is not classified as a shotgun. A shotgun must have a stock, since this has no stock, it is simply a 'firearm'. No tax stamp or registration required, it is legal in all but a few states. (CA and NY if my memory serves me correct). Stay safe & have a great day!
