Yes, it is legal in WA As long as the minimum length requirements for shotguns are met, then there is no prohbition to installing a folding/telescoping stock on a manually operated shotgun. Overall length is measured with the shotgun in the shortest possible firing configuration (stock folded/collapsed) which is 26"
