No, only a Lower (which is serial numbered) requires an FFL. An upper is considered an accessory.
Hi Nick, No FFL is needed only for the lowers of firearms. This is where the serial number is.
Hi Nick, No any uppers, barrels, handguards, triggers, muzzle breaks can be sent to your front door. Any item with a serial number ex. (Lower for an ak/ar, pistol, complete rifle or shotgun). Anything else is considered an accessory and you can have them shipped direct to you. Buds also has a list of FFL'S.
