No, the short action centerfire version of the American rifles does not have the same tapped hole pattern as the smaller rimfire receiver. Additionally, the 20 MOA in the title means this mounts the scope at a downward angle to account for bullet drop at long rangers which is generally not necessary for .17 HMR. For Ruger parts the correct model numbers would be either 90674 or 18156, I see both of these parts on ShopRuger but I do not see them listed here on Buds'.
