Hi Jarrett, yes this is a serialized part and must ship to a FFL. If your state requires a purchase permit, you will need that also.

Hi Jarrett and welcome. Yes Sir. Serialized lower receivers are treated the same as a standard firearm and must be tranferred though a local FFL Dealer. Cheers and stay safe!
