Hi Bernard, this is CA compliant without the 25rd magazine. All rimfire caliber rifles with a magazine capacity of 10 rounds or fewer (e.g.: .22LR, .17HMR, etc.) are permitted. https://www.budsgunshop.com/feeds/state_reg/california_restrictions.pdf , Bud's will remove the non-compliant magazines and you will have to obtain your own compliant magazines.
