Hi William, Magazine Capacity Limits: 1. a magazine, belt, drum, feed strip, or similar device that has a capacity of, or that can be readily restored or converted to accept, more than 10 rounds of ammunition for long guns and more than 15 rounds of ammunition for handguns The way I read it is since this can hold 13 mini shells, and the gun is specifically designed to fire those mini shells, it would not be compliant. With that being said, you should seek advice from a FFL in your area who is more well versed in Illinois gun law than we are on here. . PS - James, the 5rd limit applies to semi-auto shotguns. I can read it and make a argument for it being legal and also for it being Illegal I would ask my local FFL holder to be sure
