Yes you can do this Julian. Buds will ship to the FFL and you can do the DROs when you turn 21.
I'd put on layaway then pay off before your birthday. Layaway date is your purchase date for receipt purposes

I would contact Buds at customer service (859) 368-0371 available 9AM to 9PM EST Monday through Friday) and ask. putting a gun on layaway may be considered a sale and may be Illegal
No. For a handgun you "Must" be 21 at the the time of purchase. Buds or any FFL would be risking fines/penalties or even their FFL for selling to a minor. The ATF is very strict on this and to ask any dealer to do this is asking them to break the law by selling a handgun to a minor(at the time of the actual sale). This is not worth a rebate to any credible FFL.
Hello Julian, No to purchase any handgun or sbr (short barreled rifle) you must be 21 years of age at the time of purchase. This is a Federal Law Buds or ANY FFL has NO control over. If you wish to have this completed in time for a rebate you may have your father, mother or close relative purchase the gun. The firearm may then be "grandfathered" to you (upon turning 21). Confirm your local state and city laws on that process. Hope you are able to get your rebate and firearm for the holidays, good luck and happy holidays!
