Depends on what you want the rifle for. They are manufactured differently. Since the Chrome lined barrels are chrome lined, the barrels arguably cannot be manufactured to the same tolerances because they have to be drilled oversized(removing more metal) so when it is lined, the appropriate caliber actually fits through it. But, this hard chrome is easier to clean and actually Chrome lined are used a lot in military rifles, partially due to their capability of corrosion resistance. CMV barrels could be more popular for bench rest shooting. These are usually a 4140 steel with some chrome and vanadium added. Reliable and if precision accuracy is your goal, this may be for you. Chrome lined barrels can still be very accurate and actually some of the most accurate barrels made are chrome lined. Boils down to personal preference. I prefer chrome lined, plenty accurate and easier to clean. Hope that helps!

Chrome lined barrels/chambers do not wear as easily as 4140 or 4150 or stainless steel. My go to gun has a double chromed barrel and can be fired extensively without the damage a standard or stainless barrel would sustain. The chrome barrel is still serviceable after years of hard use while the stainless or 4140/4150 barrels usually need replacing after 5000-7000 rounds which you can fire easily in 6 months of 3 gun. I love my stainless barrels though because they are super accurate. The chrome barrel also likes steel case ammo better because it is hard and slippery enough that the cases extract easily.

Depends on your use/needs. Chrome lined barrels are easier on the maintenance side and resist corrosion better, but may not be quite as accurate as the unlined variety, although the difference can be minimal. If you expect to ever use corrosive primed ammo, I'd go with chrome.
