Not on most muzzle loaders Daniel. A quick check you can do is add it to your cart at Buds and select "check out" if your address comes up, an FFL is not needed. If an FFL comes up, it's needed.

In most cases you do not need a ffl to buy a muzzleloader with some of the Modern inline muzzleloaders that use primers you may I would try to do a checkout and see if Buds will ship it to your home address if the will you are good to go with no ffl required or contact Buds customer service by phoning (859) 368-0371 available 9AM to 9PM EST Monday through Friday or use the Blue Chat now button
