Hi Kevin, Yes this will fit a Rock Island Armory Ultra Tac with a 3.5" barrel

it would not fit my RIA Tac 3.5 in barrel but I cant remember if the barrel stuck out the bottom and caught on the front sight when I drew or if it bottomed out and left the gun not seated I went to alien gear http://aliengearholsters.com/
