Hi Stanley, it means Ruger has paid CA the $200 extortion fee to have this gun put on the CA approved handgun roster. It is the same gun sold in any other state. Stay safe & have a great day!
Hi Stanley and welcome. It just means the manufacturer has submitted a firearm to the State of CA to be certified for sale in that State. Once certified, the firearm is added to the CA DOJ Handgun Roster. There is a hefty fee and stringent testing to meet qualifications and many manufacturers, mostly small ones, don't bother with it.
