Hi Gary and welcome. If magazine capacity is the only State restriction, Buds will ship without the non-compliant Magazines. You would need to acquire 15rd magazines separately. Cheers and stay safe!

Hi Gary, Unfortunately, there is no version of this model that comes with 15rd mags. Bud's does not substitute magazines, but will remove the 18rd magazines.
