Hi Howard. The time starts after you fill out the paperwork at your FFL. It is to Give law enforcement officials sufficient time to properly perform a background check on prospective purchasers. And to Provide a "cooling off" period to help guard against impulsive acts of violence—especially suicide.

Hi Howard. YES YOU CAN.. I've just done this. The wait period is a 72 hour period after day of purchase. You buy today, wait Tuesday Wednesday and Thursday. Friday you can pick it up, fill paperwork out, AND LEAVE with your rifle all at once.. I just did this process a month ago.. both parties below are incorrect.. Happy holidays and happy shooting!
