No. The pistol grip in combination with the detachable magazine, thread barrel/muzzle brake and adjustable stock makes this rifle non CA compliant.
I think it is CA compliant James all of those things (detachable magazine, thread barrel/muzzle brake and adjustable stock) mention "semi auto" and this is a Bolt action I would check with your local FFL holder to be sure
