Yes, if California nonsense is not relevant to your state it is held on with just Phillips screws. If they strip out or otherwise won't come off, it is still just kydex and would be easily cut off. I would note that model 995TSFDE is the same thing without the fin, however it does seem to be more expensive for the moment.
