yes it is Cook county legal ✔ Bolt-action rifles of any caliber with a fixed or detachable magazine that does not exceed 10 rounds are permitted. https://www.budsgunshop.com/feeds/state_reg/illinois_restrictions.pdf

Hi Jacob and welcome. Yes Sir. Bolt action Rifles are not regulated in Chicago/Cook County, just Semi-Auto's. Cheers, stay safe and enjoy!

One good thing, they haven't included Bolt action rifles, so this is good to go in Illinois.
