No this is setup for those who prefer a straight arm grip. It does not have the lower rail for you to add a forearm grip.

The savage MSR 15 comes from the factory with the Blackhawk edition forearm, therefore since Blackhawk specializes in ar accessories I would say yes, this gun is forearm ready straight out of the box.
