Best bet here is to ask your local FFL as gunshops, for the most part, stay on top of a states gun laws.

Hi Ed, this is not CA legal.  Pistol-grip firearms expelling a shotgun shell that are 26" or longer in overall length, but with
smooth-bore barrels shorter than 18" in length are not being transferred by California FFLs.
Regardless whether pump-action or semi-automatic, this category includes the Mossberg
Shockwave, Remington Tac-14, Emperor Arms Duke / Mogul series, Charles Daly Honcho, RIA
VRF14 and the like.
