Yes they're the same. They both come with the 16" 4150 CMV barrel with melonite finish. The Blem means there may be a small mark on the firearm which will not affect the mechanics of it in any way

I've not bought a blem weapon, but from the posts I've seen here from those that have, the "blems" are cosmetic and often times very hard to detect at all. If it impacted the actual function of the weapon, or made it dangerous in any way, I'm very sure that particular weapon would never leave the production/assembly facility. I've seen weapons sold as blems that had simple rub marks, some have had the hardness testing dimples (small indentions in the surface), slightly misplaced or smudged lettering, things like that. I wouldn't hesitate to pick one up if it was available for a good price.
I have bought many "Blem" guns they are the same gun Just the "blem" will have a cosmetic flaw that in no way will affect function the they will have almost the same warranty (cosmetics are excluded) The last one I bought had a super small spot on the stock where they did not get the stain on the stock before the final finish was applied specs The Agency Rifle from Adams Arms is a tough, dependable AR-15 rifle intended for duty use, whether that duty is patrol or home defense. They are identical barrels. A 'blem"ish is a firearm the manufacturer has determined has a cosmetic defect, usually a small color difference, nick even a discolored screw. 95% of the time the user can't even find the defect. It comes with the same warranty and everything other than the blemish is covered.
