There is no foolproof way to know without a serial number which vendors including Buds don't give out. You can refuse transfer if any new firearm does not meet your approval. Buds will either send a suitable replacement or refund your money.

Hi Scott, If it doesn't state that it is Used. Then it is new. Once you purchase and it arrives to your FFL you have the option then to look the firearm over. If you're not satisfied call Buds and don't do the transfer. They will refund you.
