They are compatible but a complete upper receiver does not include a bolt carrier group or charging handle so you would need those. Pretty much any standard AR-15 BCG and charging handle should work though. The other issues is that an 11.5" barrel on a lower receiver with a stock would be considered an NFA item as a short barreled rifle. If that's the intention it is wise to start that paperwork before buying the parts to assemble.
