Hi Wayne and welcome. Yes but, Buds will only ship without the non-compliant magazine if capacity is the only State restriction(even-though your FFL is willing to pin). This has long been Buds policy. Bud's Policy is to remove any non-compliant magazines leaving you to purchase the necessary state compliant mags yourself. My FFL will also pin the mags to 10 rounds but Buds will not send them even that being the case.

Hi Wayne, unfortunately Bud's will not ship non-compliant magazines, even if your FFL agrees to pin them. Bud's will ship the gun with no magazines and you would need to obtain compliant magazines separately. Sorry but this is Bud's policy.
