Hi Richard and welcome. You will need to try different magazines. If it occurs on specific magazine, it's the magazines. If it occurs with all or most of the magazines, it's likely the firearm. Just disassemble, clean and lubricate, then retry. If you get the same result, it may need to be serviced by Ruger at 336-949-5200 for a RMA. Cheers and stay safe!
As James suggested, I'd try a different magazine. I had this issue with my Beretta 950 and it simply was the magazine. Of course, it could be a gun mechanics issue but start with the mag. Also, are you fully loading the magazine? If so, try loading one less round and see if that makes a difference on racking that 1st round.
