It cannot be shipped without the magazine. Buds does not remove any magazines from firearms for shipping purposes. What state are you in?

HBAR stands for Heavy Barrel Automatic Rifle. Whenever I order something I need to click on "notifications" andsee restrictions for my state. The disclaimer states that they will not modify any firearm from it's manufactured packaging to comply with your state so the answer is no they will not substitute or omit magazines. Most guns come packaged differently for different states. Why some identical guns come with 10 round mags under one part number and with 19 rounders under another part number.
