I would imagine yes. With a stock it's a rifle and has less than a 16" barrel.

Some manufacturers pin and weld the flash hider to the 14" barrel to make it a legal 16" rifle. This appears not to be of that type and needs the $200 stamp.

I think the muzzle device is pinned and welded, because no text in the description suggests it is an NFA item, and it's not listed in the NFA section of the website.
