Hi David and welcome. It usually means that FFL has not submitted an updated current license. You can contact them and have then upload their non expired license to Buds here : https://www.budsgunshop.com/contact_us.php?printForm=ffl

It generally means that the FFL holder is not current, however you may want to verify that with the FFL, one that I used frequently had this issue and they had just stop being an FFL altogether
