Other than the 17 round mag, is this compliant for Massachusetts since it's a gen 2? If so, could the mag be swapped out for a 10 round.. unless that 17 round mag is pre-ban.

Hi Phil and welcome. It is MA legal, but Buds will only ship without the non-compliant magazines. You will need to acquire compliant magazines separately. Cheers, stay safe and enjoy!

Hi Phil, Glock 17 manufactured in 1982 to present day are legal, assault weapons ban was in 1994 and magazine restriction in 1998, if you find a Glock 17 from 1982-1993 it can have the 17rd magazine in it. 
I would check with your FFL before ordering so there will be no surprises. 
Bud's will not swap out the magazines, you would need to obtain your own compliant magazines.
