They are safe to fire in a cylinder bore gun but are also massively overpriced snake oil. 00 buckshot is popular and widespread for a reason, though if overpenetration and thin walls are a real concern, smaller sizes like #4 buck are probably the best option.

Wouldn't be my goto for HD. Better options out there for sure. Yes you can shoot this through a 590 with a cylinder bore. Personally, at the very most, if you're not concerned with overpenetration the #4 buck would be my choice.
