Hi Daniel and welcome. Partially. It is California compliant, when pressing mag lock trying to release it you can't release it you have to manually push the pins out and take it apart each time to reload it. Cheers and stay safe!

It's fixed as long as the upper and lower are connected. To release the magazine you'll need to push the rear pin out, lift upper, then you can replace the magazine. Thus, keeping you & the entire world safer!!!
