Can this ship to Illinois with the magazines included? I know the magazine says 15 + 1 but is the +1 just to indicate that it can potentially hold 16 bullets because of the 1 in the chamber?

Hi Michael, yes sir, 15rd magazines are legal for handguns in Illinois. This will ship with (2) 15rd magazines.
The +1 indicates one in the chamber.
