I assume that you are using a CC to buy a firearm I am not sure if the will ship to a FFL in VA with a NY address on the CC ( I think they will but if not buy a gift card then use the gift card to buy the gun. The address on file for the credit card is for billing purposes. They will ship the gun to the ffl transfer dealer you selected. You will need an Id with an address from that state to pick it up.
