No the 929 or 986 will not fire loose 9's you must use the moon clips to properly head space the cartridges. That's how these revolvers were designed. Drop a loose 9 in the cylinder and you'll see it sits quite a bit lower than with the moon clip so the firing pin will barely hit it. There is no shoulder in the chamber for the front of the case to sit on just a taper to guide the bullet.
