Hi Aaron, an 18.5" barrel or a pump action is not optimal for skeet, I would go with a 28" barrel, you will get better accuracy at longer distances. Remember, with skeet, you will be shooting 2 clays, if you are using a pump action, you are losing valuable time when you have to pump between shots. Fixed bore means it does not take choke tubes. 4+1 means it holds 4 rounds in the magazine tube and 1 in the chamber for a total of 5 rounds. You'd be best served with a over/under or side by side, although they can be expensive.
