Yes James, most every firearm manufacturer ship there guns pre-lubed. A few are over oiled in my opinion and will need a rub down to remove excess.

It depends on firearm manufacturers and type of firearm. Most firearms will have a thin layer of factory grease on then in places such as the bolt and receiver to protect the firearm. In the case of Mossberg firearms I own a Mossberg shotgun (which I bought from buds) which had a thin layer of factory grease which was easily removed with basic cleaning you would do after a day at the range for example.
Most guns need to be cleaned before use as the have to much oil/protectant on them to protect them from rust while shipping or being stored. It should at the very least have a good wipe down before being fired good article here https://www.brownells.com/aspx/learn/learndetail.aspx?lid=10706
