No, with the birds grip this would not be NY legal, even with the 18.5" Barrel.
Hi John and welcome. No Sir. As part of the CCIA package of laws that redefined a bunch of things in NY pistol grip only shotguns regardless of barrel size are now illegal. The state amended the definition of "Shotgun" to say it must be intended to fire from shoulder i.e. meaning Shoulder Stock required. Cheers, stay safe and enjoy!

Hi John, from what I'm reading, this is NY legal. You can see all of the banned features for a semi-auto shotgun here >>> https://gunsafety.ny.gov/system/files/documents/2020/02/shotguns_banned_features.pdf Notice pistol grip or birds head grip is not on the list of banned features. Regarding the answer below, CCIA is the Concealed Carry Improvement Act and has nothing to do with shotguns. The purpose of the CCIA was to make the lawful carry of a firearm so difficult, so constrained and so limited that no one would choose to carry their firearm for fear of being charged with a felony.
