Hi Elizabeth, much to the dismay of Dictator Murphy, this is 100% legal in The People's Republik of NJ. Pump action shotguns do not have the same restrictions as semi-auto's do. budsgunshop.com/feeds/state_reg/new_jersey_restrictions.pdf , Stay safe & have a great day!
