A: LC9s has blued finish - EC9s has black oxide finish. Minimal difference there. LC9s has driftable 3 dot sights - EC9s has sights integrally machined into slide & no dots. Lc9s would be preferable on this regard.

A: Hailey, it is not. The only Ruger "Semi-Auto" pistol currently on the California Approved roster is the "LC380CA 03253 / Alloy; Polymer ". I anticipate other Ruger semi-auto's will follow soon.
