A: No it is not. Telescoping stock, threaded barrel, and flash hider to go along with the pistol grip, too many 'evil' features. Although Paul is correct that this is a compensator (not pinned, muzzle threaded 1/2 x 28), it is a flash suppressing compensator, and any device that claims to supress flash, compensator or not, is illegal in NJ. Donnell, guns like this are easily made NJ compliant by having the stock pinned and changing muzzle device to muzzle brake and having it pinned/welded. You'd be better off checking local gun shops in your area, guaranteed they have carbines like this in stock & NJ compliant.
