A: Ralph, yes Sir it will. Most manufacturers including Ruger make 10rd magazine packages so their firearms can be sold in States with magazine capacity restrictions. A: This can be made to be "NY Compliant" but...Bud's will not ship it to NY as it is. If you walked into your local FFL, they would either lock your mag in (So you'd need to load from ejector port or lift upper and top load) or fix it so after every shot you'd need to release your bolt. Then, the other features would be OK.
