I personally would give Hoffman's a call, as they were the number one Ruger dealer in the country for a few years. They would be able to tell you if the rifle is legal to purchase. A: Yes it is. To be NY state compliant it would need to be 7 rounds or less except for tube fed .22's. The "SAFE" Act is different in different parts of the state, as the law has been challenged in Buffalo Federal Circuit court (I believe) and so the western part of the state to Syracuse is operating under different rules that rest of the state. 22 LR caliber rifles of any action with tube-fed magazines of any capacity are permitted.
