The lower receiver is the part the ATF considers the firearm. So even though it's not complete, it's still considered a firearm. And unfortunately already illegal in New York due to the pistol grip and collapsible stock. It can be made compliant but Buds will not ship it to NY as is. You will have to buy a stripped lower instead of a complete lower for legal reasons.

Hi Tim, no sir, it has a stock attached, so it is considered a rifle. A semi-auto rifle cannot have a stock or pistol grip.
