Richard, this model is not (no model with laser in package is). The P238 Models that are on the CA DOJ Approved Roster (Will have CA in the Model Number) are listed here : https://www.oag.ca.gov/firearms/certguns?make=Sig+Sauer%2C+Inc.+%28Sauer%2C+J.P.+%26+Sons%2C+Sig+Arms%29
