Chris, yes Sir it is. Daniel's actual question was misconstrued by himself. He actually took a gander at what he mistakenly referenced as Rate of Twist (instead of Barrel Thread pitch) as evidenced by (5/8x24 12x28 ?) in his actual question. The barrel twist rate is indeed 1:8" RH twist rate as you state. Cheers and stay safe!
