I'm guessing this refers to the built-in key lock on many S&W revolvers. Basically, it's a simple mechanism that interfaces with the hammer when engaged (via a small hand-cuff looking key) prevents you from firing while in the locked position. A state-mandated solution to a problem that isn't real, but here we are. Having deleted these in the past, I can also tell you that they're incredibly brittle and not a real safety solution at all...
