Robert, this does not include moon clips. This comes with a cable lock, test round showing its in working order, keys for the internal frame lock and this comes in a cardboard box. Hope this helps.

Robert, no, 38 special does not require moon clips. 38 special is a rimmed cartridge and doesn't require moon clips. Only rimless cartridges like 9mm, 380acp, 40s&w require moon clips. Hope this helps.
