Yes you can. This is rated for 357 Magnum which is more powerful than 38 Special plus P. Factory 357/38 will be no problem.

Yes and it will likely function better with the +p then the standard .38s.

To get the most out of the rifle you can take up reloading and use load data for a rifle in 357 instead of a pistol. The slower burning powder will push on the projectile for a longer period of time. You can go to hodgdon's website to view load data or flip through a reloading catalog.
