A: David, yes, you rack the slide then put the safety on. When you're ready to fire flip the safety off and fire. This would be considered a medium amount of effort to rack. Unfortunately the smaller and lighter the pistol the heavier the recoil spring so it makes racking it harder. Here's a link to a pistol that is known for having a easy rack slide if interested.
