The rifle is defective...
The rifle is defective and I need to contact Howa to get it resolved. After cleaning the rifle and firing about 10 rounds I can't lift the bolt handle without excessive force. This has happened in 3 different shooting sessions. I'm assuming the chamber is out of spec but I don't know for sure what the issue is. Other than this issue the rifle is very nice.
