Just the "Act" of loading more than the stated State capacity limit **In a Semi-Auto** is illegal by Law. Since Mossberg specifically "Designed" this to reliably feed Mini Shells and advertises the capacity as 13 + 1, this still would not preclude it from being NY Legal by stated Law as it only applies to *Semi-Auto's*. A: Raymond, you would have to remove the rear sight. This is drilled and tapped so you would have to purchase a picatinny rail to install a optic. According to reviews the ghost sights comes off with a simple screw. Then you can add a rail. Hope this helps
